Greenhouse gas offset projects such as the Clean Development Mechanism (CDM) of the Kyoto Protocol offer a unique opportunity to promote clean energy development in developing countries.  To date, the majority of projects and investments have gone to emerging market economies such as China, India, Brazil, and Mexico while least developed countries (LDC) have been absent from the CDM.  By examining a particular LDC, Niger, this project looks to identify the potential benefits and impediments to CDM implementation in less-developed settings.
